Bayhealth Nurse Appointed as Medical Liaison to State Violence Committee

Bayhealth congratulates Dawn Culp, MSN, RN, SANE-A, SANE-P, FNE, DV & Gang Consultant, on her recent appointment to the Delaware Domestic Violence Coordinating Council. Culp will serve as Medical Liaison.

Created in 1993 to improve Delaware’s response to domestic violence, the DVCC gathers domestic violence service providers and members of local and state government organizations to systematically reduce the occurrence of domestic violence and abuse in all its forms.

Culp has been involved in various capacities with DVCC since 2001. Currently, she is a co-chair of the Medical and Executive Subcommittees. She has authored several publications and pieces of legislation: among others, the medical portion of Delaware Code Title 11 Section 607, the law that makes strangulation a felony; and the Domestic Violence Resource Manual for Healthcare Professionals.

Protecting and assisting victims of sexual assault is an area of special focus for Culp. She has been involved with sexual assault community resource development programs in Delaware since the 1990s and collaborates with many state and local organizations to train, educate, and support personnel who work with sexual assault victims.

One of Culp’s most important accomplishments was working with law enforcement to improve and expand the evidence collection procedure for rape victims. The formal medical examination provides a wealth of evidence that assists law enforcement in the criminal prosecution process.

“We are all pieces of the puzzle—healthcare providers, investigators, the Attorney General’s office—we have to work together to treat each individual case with care and respect. We provide an important service for the community and can help individuals move forward to a better life,” Culp said.

In addition to working as a Sexual Assault Nurse Examiner (SANE) in Bayhealth’s three Emergency Departments, Culp and her staff of SANE forensic nurses educate the community through seminars at high schools, daycare centers, Delaware State University, and employers such as Dover Air Force Base. They address students at the seven high schools served by Bayhealth Wellness Centers: Caesar Rodney, Dover, Lake Forest, Milford, POLYTECH, Smyrna, and Woodbridge High Schools.
