About

Thomas Kelly, MD, MPH, BSN, is a board-certified internal medicine physician who provides primary care to adults.

Growing up in New York City, Dr. Kelly’s interest in healthcare began when he joined the U.S. Air Force Reserve and served as a medic for six years. He then graduated from Columbia University School of Nursing and worked as a nurse in public health, as a nursing clinical coordinator, and as a health educator for various hospital systems and clinics throughout New York City.

Dr. Kelly continued his education to earn a Master of Public Health degree from Hunter College in Manhattan and later, a Doctor of Medicine degree from John Hopkins School of Medicine in Baltimore, Maryland. Following his residency at Brown University School of Medicine in Providence, Rhode Island, Dr. Kelly earned his board certification in internal medicine from the American Board of Internal Medicine.

Dedicated to helping people maintain their health and sense of wellbeing, Dr. Kelly then brought his expertise to the first state. He served Delawareans as a physician and medical director of health care services for the Division of Developmental Disabilities Services, Delaware Department of Health and Social Services, and the Stockley Center in Georgetown. He also founded Healthy Delawareans with Disabilities, an initiative geared to developing partnerships with local agencies and organizations to expand healthcare access and foster better health for individuals who have a disability.

In 2011 Dr. Kelly and his business and life partner co-founded Shore Community Medical, a private primary care practice in Rehoboth Beach. Caring for patients in his own practice and now as a Bayhealth physician, Dr. Kelly’s goal is to guide people in best navigating the healthcare system and help them manage chronic conditions and receive the care they need to stay well and get the most out of life.

Dr. Kelly is an avid photographer and in his spare time he enjoys photographing natural settings and exploring the environment and history of Delmarva.
